Just two days after I took over as Minister, a file related to promotion of an Officer belonging to Scheduled Caste, came to my table. He was being harassed by denying him promotion. In his Service file, it was written that his performance was satisfactory but the promotion should be given to a General category Officer. I went through the entire file. His past performance was excellent and it was reduced to satisfactory at the time of recommending for promotion. Then I wrote my remarks, "This Community is suppressed for centuries. How can a Scheduled Caste Officer, who is an excellent worker, become worst at the time of promotion? He is promoted."All Secretaries rushed to my Chamber. "You are a new Minister. You may lose your Ministry if you take such decisions'', they tried to suggest. "No problem. I know Indira Gandhi better than you. So forward the file," I said. Within no time, Indira Gandhi approved my recommendation. When I met her later, she said this is how one should function. "One should not sign files without reading them. Keep it up, Poojary ji,"' she said. This is how she used to work.
